31.01. Misdemeanors or Felonies - Counsel - Right to Consult
Every person arrested and held in custody by any peace officer in any jail, police station, or any other place, upon or without a warrant or other process for the alleged commission of a criminal offense, or upon suspicion thereof, shall promptly, upon request, be permitted to consult with counsel or other persons in his behalf, and, for such purpose, to use a telephone.
