Introduction
Note:
Citation disposition reporting does not satisfy the reporting requirements for criminal history. See
section 3.3 Criminal History Disposition Reporting
in this manual for fingerprint (OCN) reporting to the Missouri State Highway Patrol (MSHP).
Clerks are required by statute to report a disposition on certain moving traffic violations.
The reporting updates the following repository of information at the state level:

Department of Revenue’s (DOR) Drivers’ Licensing and Driver Record Repository. DOR uses the record to update the person’s driving record, assess points, and enforce commercial driver’s license federal requirements.

Note:
Refer to the Missouri Charge Code Manual ROC (Records of Conviction) column to determine if a charge is reportable.
Note:
A conviction with “hazardous material” (the HAZ MAT field checked on the uniform citation) involvement should be processed as a commercial vehicle violation regardless of the vehicle type.

: The Federal Motor Carrier Safety Improvement Act (MCSIA),
49 CFR 383

requires reporting all traffic control violations, other than parking, committed by any person holding a Commercial Drivers License (CDL) or driving a Commercial Motor Vehicle (CMV). Reporting all violations committed by CDL holders or persons in a CMV allows Missouri to meet the MCSIA reporting requirements.

Bond Forfeiture Judgments (Section
302.010

When a forfeiture judgment is entered on a traffic case, JIS will send the appropriate electronic disposition report to DOR. Upon receipt of the information, DOR will treat the forfeiture as a conviction and assess points against the person’s driving record for the reportable traffic offense charged. (See section

At disposition JIS will electronically transmit all reporting information entered into JIS correctly, to DOR. The clerk must work the JIS Electronic Traffic Reporting (ETR) Problem Log daily to correct any errors that are preventing the electronic reporting. DOR transfers the disposition information to MSHP for entry into DWITS as appropriate.
Electronically submitted records will receive a docket entry advising the ROC was sent and when record revision/amendments have been made as well.

The following information is required for electronic reporting:

2.5 Defendant’s Date of Birth, Social Security Number and Driver’s License Number & State (at least one of the three is required)

CDADOCT - Custom Docket Association Entry

1.1 Any record reported to DOR will have one of the following docket codes added automatically on Docket Association Entry (CDADOCT):

ROC – Record of Traffic Disposition (processed electronically by DOR)
§
ROCA – Record of Amended Traffic Disposition (an update to the record, manually processed by DOR)
§
ROCD – Record of Deleted Traffic Disposition (delete record request, manually processed by DOR)
1.2 If the amended ROC docket entry does not appear on the docket sheet contact the OSCA Help Desk.
Note:
Due to data entry errors, cases may not submit electronically to DOR. These data entry errors must be corrected so that DOR will receive the final disposition of the charges. Corrections to the data entry errors should be made
daily
to ensure timely reporting. To access the errors for correction run one of the following reports:

2.1 Query for all errors by location.
2.2 For each case listed, note the error description and then click on the appropriate form in the navigation pane to fix the error.
2.3 Corrected errors on the “Traffic Reporting” tab of the Electronic Traffic Reporting (ETR) Log will automatically delete when the daily process runs.
2.4 ETR transmits daily around 4:00 pm to DOR.
2.5 If an error has not been properly corrected, it will reappear after the next cycle of electronic traffic reporting (ETR) has processed.

3.1 A printed copy of the problem log errors may be obtained by accessing Cognos via the link on the Court Information Center (CIC) – Public Folders – JIS Reports – Circuit Courts-All Divisions – Exceptions. Choose Electronic Traffic Problem Log by Error Message.
3.2 Run and print the report by selecting your location, selecting all error messages, and letting the “Date Queued Selection” default to the earliest and latest dates.
