8.02. Duties of the Board
(
a
) The board is charged with the duty and vested with the power and authority:
(1) To determine eligibility for admission to the bar;
(2) To provide for and conduct the bar examinations;
(3) To determine the character and fitness of applicants for admission to the bar;
(4) To promulgate, amend and revise regulations relevant to the above duties to implement this Rule

. The regulations of the board shall be consistent with the provisions of this Rule 8 and shall not be effective until approved by this Court, but when approved, the regulations shall have the same force and effect as any other portion of Rule 8; and
(5) To establish a fee schedule. If fees are required by this Rule 8,

, or any regulation issued pursuant to said rules, the amount of the prescribed fee shall be that amount listed in the then-effective fee schedule published by the board as approved by this Court.
(
b
) In the performance of their duties, the board members may employ necessary means of assistance. Fifty percent of the members of the board constitutes a quorum.
