13th Judicial Circuit of MissouriTechnology Services

The Technology Services unit is a 3-person team supporting court technology and computer resources for the 13th judicial circuit. The Technology Services Supervisor reports to the Court Administrator of the 13th judicial circuit.

The 13th judicial circuit's computer network is part of the larger Statewide Judicial Information Network (SJIN) provided and managed by the Office of State Courts Administrator (OSCA). The network also interfaces with the Missouri State Highway Patrol, Boone County and the City of Columbia networks. The circuit's computer and network resources are co-managed by OSCA and the Technology Services unit.

The team supports approximately 160 judiciary staff in 5 physical locations in Boone and Callaway counties. User support services the team provides include:

• Daily operational support for users (new accounts, etc.)
• Help Desk Support
• Software development, installation & configuration
• Liaison between court staff and OSCA techncal support
• Technical training of court staff on computer and courtroom technologies
• Short and long-term planing for technology-related projects
• Suppport on a wide array of technical issues and questions.

The Technology Services unit develops and manages local software applications including offender tracking, court docketing, and internal budgeting programs. Additionally, the unit installs and manages purchased 3rd-party products such as court transcription and accounting software.

The circuit extensively utilizes video-conferencing equipment to help reduce overall costs for prisoner transport and staff travel for meetings. There are several mobile units available as well as installed units in four of the courtrooms. The 13th judicial circuit typically conducts several video arraignments each week.

Adult Court Services staff frequently conduct interviews with in-custody clients via video conferencing.

Most of the courtrooms and hearing rooms have sound systems. Additionally, the 3 West, 2 South, Ground Floor and Ceremonial courtrooms in the Boone County courthouse have several technology components for evidence presentation, teleconferencing and video conferencing. Technology Services provides technical support for all systems.
