Supreme Court of Missouri announces new state courts administrator

JEFFERSON CITY, Mo. – After conducting a national search, the Supreme Court of Missouri is pleased to announce it has selected Kathy S. Lloyd to become Missouri’s new state courts administrator, beginning January 1, 2015. Lloyd currently is the court administrator for the 13th Judicial Circuit (Boone and Callaway counties). The state courts administrator, who reports to the clerk of the Supreme Court of Missouri, is responsible for leading a staff of approximately 220 people in supporting the work of all of Missouri’s state courts.

“I am pleased that Kathy Lloyd has accepted the Court’s offer to become its new state courts administrator,” Chief Justice Mary R. Russell said. “After spending most of her professional career working at the circuit court level in a variety of increasingly responsible positions, Kathy has earned the respect of her judges, her staff and local community leaders. I believe Kathy’s proven track record in court management and understanding of our court system will enable her to serve Missouri’s citizens and legal community well in her new role.”

Lloyd has worked in the 13th circuit since 1986. She spent 11 years in the circuit’s juvenile system, working her way up from a deputy juvenile officer to superintendent of the Boone County juvenile justice center and then to chief juvenile officer for both Boone and Callaway counties. After she spent some time as a self-employed mediator, the circuit brought Lloyd back as coordinator of its new drug court program. Then, after a little more than two years helping to manage a project through the University of Missouri-Columbia School of Social Work to evaluate Missouri’s drug court programs, Lloyd returned to the circuit full-time in April 2002 as it assistant court administrator. She has been the circuit’s court administrator since 2004.

Lloyd earned her bachelor’s degree in psychology, summa cum laude and Phi Beta Kappa, and her master’s of education degree in educational and counseling psychology, both from the University of Missouri-Columbia. She has served on several statewide committees, including the juvenile detention standards committee and the electronic filing implementation task team. She also has taught the human resources course for the Missouri Institute of Court Management.

Missouri’s former state courts administrator, Gregory J. Linhares, resigned his position effective June 30 to become clerk of the U.S. District Court for the Eastern District of Missouri. Since then, Gary Waint has been serving as interim state courts administrator. Waint, who began his career with the Missouri courts as a juvenile officer in central Missouri, previously served as interim state courts administrator in 2007 and 2008 and retired as deputy state courts administrator in 2012.

“The Court thanks Gary Waint for his service during these past six months,” Russell said. “We were lucky to bring him back from retirement and now wish him all the best as he retires again.”
