Under the supervision and direction of the Supreme Court of Missouri, the Office of State Courts Administrator (OSCA) serves as the administrative support arm of the Missouri state court system.
The office is centrally located in Jefferson City. Greg Linhares is the State Courts Administrator. Gary Waint is the Deputy Administrator.

Our mission is to provide exceptional administrative support to all courts as they endeavor to deliver fair, effective, and expeditious justice to the citizens of this state. The Office of State Courts Administrator is organized into the following divisions in order to better assist courts across the state:
Administration & Budget — Walt Fischer, Director
The Administration and Budget Division provides services essential to office management and maintains programs developed to assist the judiciary in a variety of areas. The budget section compiles the judicial branch's annual state appropriation request, tracks and reports on the budget as it proceeds through the legislature, and prepares fiscal notes for proposed legislation that affects the judiciary. The contract section administers contracts for the judiciary and ensures that all requirements have been met. The fiscal section processes and accounts for all funds appropriated to the Supreme Court for OSCA and the circuit courts, and processes payments to judges and court reporters for travel expenses and to court reporters for preparation of transcripts. The sponsored programs section develops internal and external partnerships with national, state, and local funding sources.
The Division of Court Programs and Research provides program
design and support in such areas as permanency planning for children in
foster care, alternative dispute resolution services in domestic
relations cases, Americans with Disabilities Act accommodations,
interpreter services for the courts, programs for juvenile offenders,
court security, and the automation of juvenile courts. The division also provides research and statistical data analysis in the areas of juvenile justice, criminal justice, court processing, and other topics related to Missouri's courts.
The Court Services Division provides direct assistance to the courts in a number of areas including procedures development related to case processing, jury, and financial management; site visits to counties to review case management, administrative, and financial processing; coordination and preparation of transcripts of sound recorded court proceedings; the development and management of statewide judicial forms; implementation of case processing and jury processing software and design changes for that software; and functional telephone support for the aforementioned software procedures.
Working with the Missouri Court Automation Committee, the Division of Information Technology provides and supports automated business tools for all levels of the Missouri court system and the Office of State Courts Administrator. The Division provides technical support to the hardware and software identified as business tools through the Missouri Court Automation Program. It also maintains the statewide judicial network, provides guidance and assistance to courts researching and purchasing hardware and software, maintains the award-winning Case.net site, which it designed, provides Help Desk support for courts and the general public, and assists with upgrades and development of key applications.
Working with the Judicial Education Commission, the Division of Judicial Education is responsible for coordinating education services for almost four thousand court employees and judges. The Continuing Education section offers a broad range of education courses and certificate programs for court personnel designed to meet the unique needs of appellate, trial, and municipal court personnel, including judges, clerks, juvenile officers, and court reporters. The Automation Training section designs, coordinates, and delivers a comprehensive court automation training program. The Education Technology section is responsible for developing, implementing, and evaluating alternative delivery methods of educational programming through the use of technology.
Under the direction of the deputy state courts administrator, the personnel section maintains the statewide Circuit Court Personnel System as well as the Circuit Court Personnel Handbook, processes payroll for all circuit court employees, maintains the payroll handbook for the payroll designees in each county, and provides training as needed.
