Detention Wing Visitation Policy and Information Sheet

Visitation Hours

In-person visitation for parties to the case will be held for one hour on Tuesdays and Thursdays from 6:30 p.m to 7:30 p.m, or 7:30 p.m. to 8:30 p.m , and once a week 15-minute virtual visitation on Mondays through Fridays 11:30 a.m to 1:00 p.m.

During in person visitation hours, a security officer will be present to provide security. The officer will check every visitor through the use of a hand-held metal detection device. All visitors must have a photo ID. Visitors suspected of being under the influence of drugs or alcohol or who present a risk to the safety and security of the residents/building will not be allowed to visit. Visitors must leave all personal belongings in a locker in the lobby area. Visitors may not bring food or drinks into the building unless approved by a supervisor in advance.

*Visitation may be limited due to staff demands and the availability of visiting facilities. Visitation may be denied or terminated based on the safety, security, and order of the facility. A resident may lose visitation privileges for the week due to behavior violations.

Telephone Regulations:

A resident is allowed to have a first telephone call with his/her parents/guardian at any time. The time allowed for the first phone call is a maximum of fifteen minutes. Residents are allowed one 10-minute call per party household. If the resident has a behavior violation for the week, they will receive a 5-minute phone call per party household. A resident must sign up for phone calls prior to lunchtime. Staff will only make two phone call attempts. After those attempts, it is on the party to contact JJC. Residents may also sign up to speak with their attorney or DJO. A resident may earn an extra phone call on weekends for positive behaviors and no behavior violations that week. Residents are not allowed to speak with anyone other than that approved parent/guardian. Violation of phone rules may result in phone calls being supervised by staff or loss of phone call privileges.

Scheduled Telephone Times for Youths on the Detention Wing:

Monday – Wednesday - Friday: (1) 3:45 to 4:15 p.m. (2) 6:30 to 9:30 p.m.
Weekends (reward)(1) 8:15 to 9:30 a.m. (2) 2:30 p.m. to 3:30 p.m. (3) 6:30 to 9:30 p.m.
Saturday (even rooms) or Sunday (odd rooms)

Personal Property

Youths in the detention wing will be allowed to have certain personal items under the following guidelines (all other property will be returned to parent/guardian at the first opportunity):

Clothing: Clothing will be provided for youth while a youth remains in the detention wing. They may have one complete change of clothing (a shirt, pair of pants, undergarments, socks, shoes) to wear to court, which will be stored in their locker. Each youth is allowed two changes of undergarments and socks. They may also have a coat or jacket to wear outdoors in cold weather. Youths will be allowed to exercise, so parents are encouraged to bring a pair of athletic shoes for their child. Clothing items will be labeled with the youth's initials.

Hygiene: All personal hygiene items will be provided by the Center.

Paper, etc.: Residents will be allowed to keep all legal documents as well as correspondence from their parents/guardians, attorneys, and counselors. Parents/guardians should provide stamps and envelopes for their child. Paper and pencils will be provided for the resident. No resident will be allowed to have any photographs, packages, etc. All reading materials will be provided by the JJC.

Medication: Medication will be kept secured by staff and distributed to the resident as prescribed. Parents/guardians should provide their child's prescription medication to the staff at the earliest opportunity. After the parent/guardian has completed the Parental Authorization for Medication form, the resident will be provided specified over-the-counter medication, on an as-needed basis. The facility provides medical services, in that a nurse practitioner performs an initial physical assessment on all new residents and then provides any follow up care that is necessary. Medical staff are accessible 24 hours a day, 7 days a week.

School Program

JJC, in cooperation with Columbia Public Schools, will provide for the educational needs of the youths while in residence at the Juvenile Justice Center. All youths, regardless of age, will be enrolled in an educational program.

Religious Education Program

Religious education volunteers from the community will visit the Juvenile Justice Center on Wednesdays and Sundays, to conduct religious education classes. Residents are welcome to attend, however, participation is strictly voluntary.

Clothing: Each youth may have three changes of his/her own clothing at the Juvenile Justice Center. One change of clothing consists of a shirt, pair of pants, undergarments, and socks. Each resident is also allowed one pair of shoes, preferably tennis shoes. A coat may be allowed, depending upon outdoor conditions. No resident will be allowed to wear clothing that is either too big for them or too small for them (jeans cannot hang below the waistband and clothing must cover all midsection regions). The Juvenile Justice Center will not be responsible for clothing that gets lost or damaged. Clothing items will be labeled with the youth's initials.

Hygiene Items: Parents/guardians should provide shampoo, deodorant, toothpaste, a toothbrush, or any other necessary personal hygiene items for their child. All items must be new and unopened. No aerosol sprays or products that contain alcohol may be brought into the facility. All personal hygiene products will need to be approved before being given to the resident.
