ST. LOUIS – Chief Judge Philip Hess has announced that the Missouri Court of Appeals, Eastern District, will convene court to hear three cases for a special Northern Division docket at the Hannibal Federal Building, 801 Broadway, Tuesday, June 20, 2017, at 9:30, 10 and 10:30 a.m. The court sessions are open to the public.
"We are delighted to hold these sessions of our Court at Hannibal Federal Building because our court strives to meet and hear cases throughout the Eastern District which includes many northern division counties," Judge Hess said. "This Court strongly believes in holding oral arguments outside of our courthouse in St. Louis at locations where citizens may get involved in the court process."
Four judges from the Court of Appeals will be participating: Judge Hess, Judge Lawrence E. Mooney, Judge Kurt S. Odenwald, and Judge Colleen M. Dolan, all from St. Louis. The judges will sit in panels of three to hear oral arguments from attorneys in three appeals from the Marion County and Ralls County circuit courts.
Judge Hess was appointed to the court of appeals in 2013, and has served as chief judge since July 1. Previously, he was in the private practice of law in St. Louis. Judge Mooney was appointed to the court in 1998 after serving as an assistant prosecuting attorney and executive assistant to St. Louis County Executive Buzz Westfall. Judge Odenwald was appointed in 2007 and previously practiced law at Guilfoil, Petzall & Shoemake, at Anheuser-Busch, Inc., and at the public defender’s office for the city of St. Louis. Judge Dolan, the court’s newest judge, was appointed in December 2015 after serving as a circuit judge, an associate circuit judge and a municipal judge.
The Missouri Court of Appeals, Eastern District, is the state’s largest appellate court, with offices in the historic Old Post Office in downtown St. Louis. There are 14 judges on the court, which handles approximately 48 percent of the intermediate appellate caseload in Missouri. The Eastern District has jurisdiction over appeals from trial courts in the city of St. Louis and 25 counties stretching from the Iowa border to Cape Girardeau. The court regularly hears cases in St. Louis, Hannibal, Cape Girardeau and other locations in the Eastern District.
