ST. LOUIS – The Missouri Court of Appeals, Eastern District, will convene a special session of the Court en Banc in memory of the late Judge James Reinhard at 3 p.m. Tuesday, October 11, 2022, at the Old Post Office, 815 Olive Street, in St. Louis. Reinhard – who died November 11, 2021 – served as judge for the Missouri Court of Appeals, Eastern District, from 1977 until his retirement in 1997.
Judges Mary R. Russell, Robert G. Dowd Jr., Robert M. Clayton III and former Eastern District Court Administrator Douglas R. Bader are the invited speakers.
After graduation from Milan High School in 1947, Reinhard taught school in a one-room rural school and attended Northeast Missouri State University until 1950. He then dually enrolled in the University of Missouri-Columbia’s School of Law and School of Arts and Sciences. He received his bachelor of arts degree from the University in 1951 and his law degree in 1953. He then served in the United States Army from 1953 to 1955.
Reinhard practiced law in Milan and Paris, Missouri, and was elected prosecuting attorney of Sullivan County from 1955 to 1957 and Monroe County from 1959 to 1965. In 1973, then-Governor Warren Hearnes appointed Reinhard as circuit judge of the Tenth Judicial Circuit. Reinhard was then elected to that position in 1974 and 1976 and continued serving there until 1977, when then-Governor Joe Teasdale appointed him to the Missouri Court of Appeals, Eastern District.
Over the years, Reinhard was active in the legal community, serving as vice chair of the Board of Certified Court Reporters, chair of the Judicial Finance Commission, two terms on The Missouri Bar board of governors, president of the Tenth Judicial Circuit Bar Association, and as a member of the National Committee of the Supreme Court and Appellate Judges, the American Bar Association, the Bar Association of Metropolitan St. Louis, and the Missouri Press-Bar Commission. In addition, he served on the board of regents of Northeast Missouri State University (now Truman State University in Kirksville), for which he served as president from 1967 to 1973. He was also a member of Paris Rotary Club and the Masonic Lodge, York Rite, Scottish Rite and Shriners.
Reinhard was married to Shari Powell Horton in 1958 and is survived by his wife; one son, James K. Reinhard; two granddaughters; and two great grandchildren.
