In re: Taskforce for the Preparation of a Circuit Realignment Plan
1. Pursuant to section 478.073, RSMo, there is hereby established a "Taskforce for the Preparation of a Circuit Realignment Plan."
2. The taskforce shall prepare a proposed plan in accordance with section 478.073, RSMo, including an analysis of: a current judicial weighted workload model; a current clerical weighted workload model; whether litigants in the current circuits have adequate access to the courts; the populations of the current and proposed judicial circuits determined on the basis of the most recent decennial census of the United States or annual population estimates prepared by the United States Bureau of the Census; judicial duties and travel time; historical connections between counties in the judicial circuits; and other information deemed relevant.
3. The taskforce shall be composed of the following:

4. The taskforce shall submit its report and proposed plan to the Judicial Conference on or before the 2019 Judicial Conference business meeting. Following the taskforce's submission of a report and proposed plan, the work of the taskforce shall be completed and the taskforce terminated except to answer questions or respond to requests from the Court, General Assembly, and Judicial Conference, as necessary.
5. The taskforce shall meet at such times and places as determined by the chair, and members will be reimbursed actual expenses as authorized for state employees.
