Born in Chillicothe. Graduate of Westminster College, B.A. in Political Science, 1988; the University of Virginia School of Law, Juris doctor, 1991; and the University of Missouri at Kansas City School of Law, Masters of Law, Taxation, 1995. Married, with two daughters and one son. Practiced law, Chapman, Cowherd, Turner & Tschannen, P.C., from 1991 until his election as a circuit judge in the 43rd Judicial Circuit in 2010.

Reelected in 2012. Served as presiding judge of the 43rd Judicial Circuit, from August 30, 2012, through his appointment to the Missouri Court of Appeals on August 30, 2018.

Member: Kansas City Metropolitan Bar Association; Missouri Bar Association; Livingston County Bar Association; Missouri Circuit Judge Association, past member, 2011-2018; and by appointment of the Chief Justice, serves as a member of the Missouri Criminal Justice Task Force. Serves as Chillicothe Area Arts Council, board member; Chillicothe Rotary Club, member and past president; and Edgewood Cemetery, board member. Attends the First Baptist Church of Chillicothe, Missouri. Has served as Chillicothe R-II School District, past member and board president; Greater Chillicothe Visitors Region, past member and chairman; Boy Scouts of America, past member and district finance chair; Retired Senior Volunteer Program [R.S.V.P.], past advisory council member; New Horizons Board for Developmentally Disabled, past board member; and the Chillicothe Industrial Corporation, past board member and president.

Appointed to the Missouri Court of Appeals on August 30, 2018.
