In re:  Robert M. Blackwell,   MBE No. 39982            

 

ORDER

Petitioner's license to practice law was suspended by this Court on February 4, 2013, pursuant to Rule 5.245 for failure to resolve tax liabilities. Petitioner has filed a petition for reinstatement demonstrating resolution of his tax liabilities, and he is ordered reinstated as a member of The Missouri Bar.

In connection with petitioner's petition for reinstatement, the chief disciplinary counsel filed a report and recommendation, medical records under seal, and a waiver of hearing signed by petitioner and petitioner's attorney in fact. Having reviewed these materials, the Court finds that petitioner is unable to competently represent his clients by reason of mental or physical condition. The petitioner's license, therefore, is suspended until the further order of the Court pursuant to Rule 5.23(b).

It is further ordered that Robert Michael Blackwell comply in all respect with Rule 5.27-Procedure Following a Disbarment or Suspension Order.
 
Costs taxed to Petitioner.
