1. What is Agency and Group ID?

Agency ID – also sometimes called Group ID – allows groups to file using the Missouri Electronic Filing (eFiling) System without an attorney. Agency ID is made up of two parts: group administrators and group users.


2. What is a group administrator?

Group administrators cannot file. It is their responsibility to oversee and maintain group users who file for the group. Everything group users file is filed under the group.


A group administrator distributes a personal identification number (PIN) to their group users. Group users enter the PIN one time to associate to the group. Once group users are associated to the group they can begin filing and the group administrator is notified with an e-mail.


A group administrator has the ability to remove and disable group users. If a group user is removed, that user is no longer associated to the group and receives an e-mail letting them know they have been removed. If the user is disabled, they are still associated to the group; however, they will not have the ability to file until they are activated again. Anytime a user is removed or disabled the group administrator should update the PIN.


The group administrator is responsible for what the group users file for the group. It is the responsibility of the group administrator to know what can and cannot be legally filed without an attorney. Anything with an attorney name or signature on it should be filed by an attorney.


The group administrator is carbon copied on all e-mails sent to the group user from the court. These e-mails are: Receipt, Acceptance, Hold and Return. Group administrators receive a large number of e-mails. It is recommended that the e-mail account for a group administrator be different from personal work e-mail. E-mail rules can be set up to help sort and organize the e-mails as they come in.


  • Receipt E-mail – This e-mail is sent by the eFiling system to the filer detailing and confirming submission of any data and documents to the court.
  • Acceptance E-mail – This e-mail is sent by the eFiling system to the filer detailing and confirming submission of any data and documents accepted by the court.
  • Hold E-Mail – This e-mail is sent by the eFiling system to the filer when a submission is placed on hold by the court. A filing is placed on hold when the court needs additional information sent or has an issue with the filing.
  • Return E-mail – This e-mail is sent by the eFiling system to the filer when a submission is returned by the court.


Electronic service (eService) and electronic notice (eNotice) will NOT be sent to group users or group administrators. Only registered attorneys receive eService and eNotice.


Group administrators are responsible for maintaining records of what their users file. The only record-keeping for the group administrator, provided by the Missouri eFiling System will be the carbon copy e-mails and CSV or PDF reports of ‘My Filings.’ The e-mails will show what was filed, but will not show who filed the submission. Group users have ‘My Filings’ that track everything they file. Group administrators do NOT have direct access to their group users’ ‘My Filings;’ however, they can request a CSV or PDF of the ‘My Filings’ report from their group users.


3. What is a group user?

Group users are individuals who file for the group administrator. Group users file documents that do not legally have to be filed by an attorney.


4. What access are group administrators and group users given for Case.net?

Group administrators and group users have public access on Case.net. They are not granted any additional privileges.


5. Who should be a group administrator?

The group administrator needs to know their employees’ status (e.g. if they have left or are under disciplinary action). They also need to be able to identify what their users can and cannot file.


A backup group administrator is recommended for each group. There can only be one username, password and e-mail registered per group, so this information must be shared with the backup group administrator. This is recommended in case the primary is unavailable or leaves before updating the Group Access Agreement. If either of the previous occurs, this allows someone else with access to assist.


6. How do I request to be a group administrator?

You must read the User Agreement and complete the Request for Group Administrator Account form. The Request for Group Administrator Account form must be submitted to OSCA.Security@courts.mo.gov.


If you are approved, you will receive an e-mail containing a username (this cannot be changed), password (must be updated) and PIN (must be updated). You also will receive step-by-step instructions to complete registration, as well as an instruction packet for your group users.


If you are denied, you will receive an e-mail explanation. Any requesting entity denied an Agency ID may file an appeal. The request for appeal must be submitted to the Office of State Courts Administrator Information Technology Security Office at OSCA.Security@courts.mo.gov providing justification for the appeal within 30 days of the date of denial.


7. What happens if my subscription with the Missouri eFiling System expires?

If the group administrator’s subscription expires, all of the group users under that group are blocked from filing. The only time a subscription expires is if the User Agreement is updated and needs to be accepted again, or the Office of State Courts Administrator determines the account should be reviewed.


8. As a group administrator, if my password expires will my group users be blocked?

Group administrators’ and group users’ passwords expire every 90 days. An expired password will not block your group users’ access to the eFiling system.


9. What e-mail address and contact information should I put on the Group Access Agreement form?

The e-mail put on the Request for Group Administrator Account form is the e-mail that receives all the carbon copy e-mails, as well as all the ‘New User Added’ and ‘User Removed’ e-mails. The contact information is provided to the court as the contact for the company.


10. How do I update my primary group administrator?

To update your primary authorizing administrator, you must complete the Request for Group Administrator Account form and check the box 'Change account information.' E-mail the form to OSCA.Security@courts.mo.gov.


11. How do I update the e-mail address?

To update any e-mail address you must complete the Request for Group Administrator Account form and check the box 'Change account information'. E-mail the form to OSCA.Security@courts.mo.gov.


12. Will I have to renew my Agency ID account?

Each group administrator will be contacted yearly by the Office of State Courts Administrator Information Technology Security Office to renew its group account. If no response is received from the group within 30 days of the initial contact, the security office will deactivate the account but it will not be terminated. The group account will remain deactivated until a request to reactivate the account for the group is received.


The group administrator may terminate an account at any time by completing a Request for Group Administrator Account form and selecting “Terminate account.”
