Judge Robert Franklin Walker was born November 29, 1850, in Florence, Morgan County, Missouri. After earning a bachelor’s degree from the State University (now known as the University of Missouri-Columbia), he graduated in 1875 from the University of Missouri School of Law. The university later conferred an honorary doctor of laws degree on Walker in 1926, during his service with the Court. 

Walker was admitted to practice law in April 1876 in Versailles, Missouri. In 1877, he became the Morgan County prosecuting attorney. He served in that position until 1884. He then served as am assistant attorney general for the state from 1885 until 1889. Also in 1889, he served as a member of the state’s statutory revision committee. After leaving state service, he moved to St. Louis and engaged in the private practice of law. 

In November 1892, Missouri voters elected Walker as the state’s attorney general. When his term ended in 1896, Walker returned to private practice in St. Louis, eventually becoming a partner with the firm Carlisle & Walker. While in St. Louis, he also worked as counsel for the St. Louis Merchants’ Exchange. In 1907, he served as president of the Missouri Bar Association. Two years later, he served as chairman of the commission to revise the state statutes. 

In November 1912, voters elected Walker to a 10-year term as a judge of the Supreme Court of Missouri, beginning his service there January 1, 1913. He was reelected to a second 10-year term in November 1922. Walker served two terms as chief justice, from October 13, 1919, to June 7, 1922, and again from March 8, 1927 to August 13, 1928. 

Judge Robert F. Walker died November 19, 1930, in Jefferson City, Missouri, while serving as a judge with the Court. He was 79 years old. He is buried at Riverview Cemetery in Jefferson City.
