eWarrant Service
How does the eWarrant service work?
Courts will issue warrants as previously done using the Document Generation process in JIS or Show-Me Courts. However, courts must ensure that all necessary data is entered. If all necessary data is entered, the arrest warrant is automatically sent by the system electronically to a repository for pick-up by MSHP.
At this point, the court’s work is complete. MSHP has a statewide retrieval process that runs every 15 minutes to retrieve all warrants in the repository. MSHP then distributes the eWarrant to the specified law enforcement for pick-up in MULES.
How does my court start using the eWarrant service?
Before a court can start using the eWarrant service, the court must provide the Office of State Courts Administrator (OSCA) through the OSCA Help Desk with a go live date. The court's local law enforcement agencies will need to be trained by MSHP before this date. Each troop has their own training unit, but they require a two week notice before the go live date to schedule and provide the training. Courts will need to coordinate with their local law enforcement agencies to determine a go live date.
Additionally, to prepare for eWarrant, all circuit court divisions, including municipal, will need to: 1.) uniformly process warrants; 2.) provide court and law enforcement location information to the Office of State Courts Administrator (OSCA); and 3.) understand how to use the Action Queue in Show-Me Courts.
1) Uniformly Process Warrants
The eWarrant system will require all circuit court divisions, including municipal, to uniformly create and process warrants. The following resources with directions for issuing a warrant are available:- Court Resources 29.02, Service of Summonses and Warrants
- Court Resources 2.4, Municipal Division Service of Summons or Warrants
- Show-Me Courts In-Application Help Page
- TRACKS | Show-Me Courts eWarrant
2) Provide Location Information
For the MSHP to properly deliver the generated eWarrant, courts will need to provide the following location information to the OSCA Help Desk:- Court ORI
- Law enforcement name and law enforcement ORI
- Court Location Code to be used for the Action Queue
3) Understand Show-Me Courts Action Queue
Show-Me Courts checks to determine if all required elements of an eWarrant are met. If one or more elements is missing, the warrant ID will be placed in the Action Queue to notify the user the warrant requires additional work and will not be available for pickup until corrected.Clerks should check this action queue daily, and correct errors so all warrants can be sent to the MSHP. The user is not notified which element is missing, just that additional review is needed.
eWarrant Action Queue notification will be activated for your court when your court implements the eWarrant service. However, you can activate this function earlier if you would like to have more time to learn the new system.
When the Action Queue is activated for your location, warrants issued prior to the activation date of the Action Queue are still in effect, they just will not appear in the system. However, all warrants processed on or after the activation date will appear on the Action Queue if they do not pass the error check.
