PA Portal Municipal Implementation



What action is needed from circuit clerks?
To be in compliance with the Missouri Court Automation Committee (MCA) directive* and the implementation plan approved by the Implementation Planning Task Team (IPTT), the Office of State Courts Administrator (OSCA) is requesting that circuit clerks provide their municipal prosecuting attorney's Originating Identifier Number (ORI), if known, name, email address and phone number via email to SMSC@courts.mo.gov by May 1, 2019. The information will be used to initiate communication to municipal prosecuting attorneys to inform them of necessary next steps to ensure compliance.

How does municipal PA Portal implementation impact circuit clerks?
Uniform citations will be filed electronically with the court. Clerks will be able to accept filings through Show-Me Courts (SMC) Case Import and no longer need to perform manual data entry or scan paper copies of uniform citations.

How does this MCA-issued directive impact presiding judges?
Presiding judges are being notified for informational purposes only, as PA Portal implementation began with county prosecutors in 2018.

*MCA adopted the following directive: "Under the mandate and authority of Court Operating Rule 27.01, for all court locations where PA Portal, a part of the electronic filing system, becomes available on a specific implementation date set by IPTT, all cases filed by uniform citation on and after such implementation date shall be initiated exclusively through an approved and authorized interface to the electronic filing system. All subsequent filings in cases initiated in this manner shall be made through the electronic filing system as provided by court rules."

NOTE: Prosecuting attorneys can choose to use a records management system, such as Karpel or PAMS, as long as the system includes the functionality to electronically file uniform citations with SMC.
