Importance of Accurate Protection Orders in MULES


It is important that protection orders are accurate in the Missouri Uniform Law Enforcement System (MULES).

Risks of inaccurate records include:
  • A petitioner may be unprotected if an active order should be in MULES but is not
  • A respondent may be unjustly penalized if an order is active in MULES but should not be
Is your court following these best practices to ensure the accuracy of ADULT protection orders, which transfer electronically?*
  • Correct entry of adult orders in JIS
  • Prompt response to errors as they come up, including on screen messages, and/or emails
  • Regular maintenance of the JIS electronic transfer problem log, CWACHPL
  • Follow up with hard copy of all orders to law enforcement

How can I be sure of accuracy?

Proper entry of orders and correcting errors in the electronic process insures accuracy. Regular review of the electronic problem log (CWACHPL), also helps keep the electronic transmissions accurate. As a further measure of accuracy, a court may wish to reconcile the court records with law enforcement records in MULES.

A statewide COGNOS report is available that identifies the court’s current active protection orders, both adult and child protection orders. It can be run multiple ways. It can be run for all active protection orders, including ex parte and full protection orders, or only full orders, only ex parte orders, etc. It also includes a feature for identifying automatic renewals of full orders that are coming due. The report is available in COGNOS in the following location: Public Folders ‎> JIS REPORTS ‎> CIRCUIT COURTS - ALL DIVISIONS ‎> MANAGEMENT‬>ACTIVE PROTECTION ORDERS. The recommendation is that it be ran weekly.

Optional Reports found under Public Folders >JIS Report>Circuit Courts-All Divisions/Exceptions:
  • Protection Order Problem Log by Error Message
  • Protection Order Problem Log by Judge
  • Protection Orders Not Electronically Sent
  • Protection Order Problem Log by Date Queued
A comparison must be completed with active orders in MULES. If a case in JIS is determined to be active and should be in MULES but is not, a copy of the current order must be sent to law enforcement for manual entry into MULES. Once the case is entered in MULES, follow the process for matching or "synching" the MULES record with the JIS record, using the SHP number recorded in MULES (See GOLD, Electronic Reporting Topics, CWAPOVW Protection Order View Form Topics, Match Process). Unless the two records are matched or "synched," the case will remain MANUAL throughout its life. Subsequent modifications, extensions, etc., will not send electronically. If a record cannot be successfully "synched" and must remain a manual case, the docket code FVERI – Verification, can be used to designate the case as manual.

When a clerk does not receive a R code or deletes the R code, the case will be manually entered by law enforcement into the MULES system and will have to be synchronized (sync) by the court on CWAPOVW.

Please Note: If any of the following codes are deleted, the case will be removed from MULES: APROT, OEXPA, JFULL, D-codes, ROEXP, RFULL, RFULA and RHRSD. Law enforcement will have to manually enter the case into MULES, and the clerk will have to sync on CWAPOVW then delete the error message on CWACHPL.

  • Correct initial errors within 2 hours and resend the record from Site Defined in the navigation pane of the COASITE form in JIS.
  • Initial errors that are not corrected and re-sent from Site Defined on COASITE within 2 hours will generate an e-mail that the record has been placed on the Electronic Reporting Problem Log (CWACHPL) form in JIS. The record may be corrected and re-sent from CWACHPL within 24 hours.  Use the VAWA Resubmit Queue in CWACHPL to resubmit the order after correcting.  Note: An existing issue with the resend may "kick" users out of JIS, and force them to log back on. Be sure to save any work before clicking on the VAWA Resubmit Queue link in the Navigation Pane.
  • If the record is not resent from CWACHPL within 24 hours, it cannot be sent electronically. Contact law enforcement and inform them to enter the record manually (see above for the matching or "synching" process).

***  Notes about Automatic Renewals  ***

Automatic renewals attempt to send electronically beginning 7 days prior to the original order’s expiration. When an automatic renewal sends to MULES, a docket code RFULA - Auto Renwl Sub Electronically, is added to the JIS case by the transfer system. If you do not receive the RFULA code on a case due for automatic renewal, and there is an error on that case, you must correct the error for the renewal to transmit successfully. If you correct an error and do not receive the RFULA code the next day, send the case to law enforcement to be entered as a manual case. "Synching" the record in JIS with the record in MULES is required for any future electronic transmissions to successfully send (see above for the matching or "synching" process). Note: Some cases may have multiple errors and cannot be successfully "synched." You may use FVERI if you wish to designate a case as manual. If the original case is manual, the automatic renewal must also be sent manually to law enforcement. The above noted COGNOS report may be used to identify automatic renewals that are coming due.
