MCA Approved and Available Video Technology Options


Due to the COVID-19 national and state emergency substantially impacting in-person court appearances, local courts are turning to web-based video and audio services to schedule, initiate and facilitate court personal appearances. The following video options are approved by the Missouri Court Automation (MCA) Committee with the last being recently approved as a temporary option.

The web-based video conferencing service Zoom was temporarily approved by MCA in a resolution dated March 23, 2020. No other commercially available video and audio conferencing system has been approved.

Currently Available and Approved Video Technology Options

1.    Scopia desktop/mobile (current MCA standard and installed on judiciary computers) No longer available as of January 2023. Courts are to use the DOC Video Scheduler.

2.    Polycom video conferencing (current MCA standard) Removed April 2023.

3.    Webex
       a.    Use for the purposes identified by MCA in the linked MCA resolution for the use of Zoom
       b.    Recording and saving recorded files is not approved and should not be utilized (saving the recorded files to the network may significantly impact system operations)
       c.    Court staff should initiate the video conference
       d.    Judge should create a Webex account with the judge’s email address

4.    Zoom (Temporarily Approved)
       a.    Security Guidelines for Zoom
       b.    Use for the purpose identified in the linked MCA resolution
       c.    Recording and saving recorded files is not approved and should not be utilized (saving the recorded files to the network may significantly impact system operations)
       d.    Court staff should initiate the video conference
       e.    Judge should create a Zoom account with the judge’s email address

For judges or clerks with no preference, it is recommended Webex.com be used rather than Zoom. Webex.com provides essentially the same functionality as Zoom, but is part of the larger long-term solution for virtual courtrooms currently under consideration and development by MCA.
