Clerical Weighted Workload (CWWL)
The Missouri Circuit Court Clerk Workload Assessment Study, 2017 provides detailed information regarding the methodology and development of the Clerical Weighted Workload Model. This report also provides the recommendations made by the Clerical Weighted Workload Work Group, and was approved by the Circuit Court Budget Committee April 14, 2017.
The following documents are based on CY22, CY23 and CY24 filings. The CWWL uses the model developed in the 2017 CWWL study.

The Treatment Court Data document provides information concerning the procedures used to determine the count of treatment court cases in the CWWL model. This is the same data used in the Judicial Weighted Workload model.

- The CWWL Adjustments document shows adjustments made to associate felony, circuit felony and misdemeanor cases. The CWWL filings were adjusted by deducting filings for consecutively numbered associate felony, circuit felony and/or misdemeanor cases filed on the same day for a single defendant within the same case type. This was a decision made December 12, 2003, by the Circuit Court Budget Committee.
- The CWWL Model (April 4, 2025) document provides detailed information regarding the weights by case category for each county. The counties are listed in alphabetical order across the page with 10 counties per page. You may need to scroll down the document to find a specific county.
- The Ranking Guidelines (June 6, 2025) document provides detailed information by county about the need for additional FTE based on the percent the demand exceeds authorized FTE. Those counties with a higher positive percentage have a greater need than those with a lower or negative percentage.
