Missouri Automated Child Support System (MACSS) Automated Emancipation Program
Pursuant to statutory changes to 452.340 and 454.557 RSMo, beginning January 21, 2011, the Family Support Division (FSD) implemented changes to MACSS to end current child support obligations for children who turn age 21. FSD staff run programs to end all active accruing and non–accruing obligations on all open and closed cases and orders for children age 21 or older and the Never Emancipate field on DEPPD is set to “N."
The following excel spreadsheets list cases affected by the automated obligation termination programs. The spreadsheets contain cases with an active withholding order (A "Y" appears in the "Wage Withholding Indicator" column of the spreadsheet). These are cases where at least one obligation was ended and an active judicial withholding order exists (there is an active wage withholding showing on the ENFAL screen).
For All Clerks Who Work With Child Support
According to state and federal laws and regulations, child support records are not open records (section 454.440, Revised Statutes of Missouri; 42 United States Code, sections 654, 654A, 653, 663; 45 Code of Federal Regulations, sections 302.35, 303.70, 307.13). Because the Missouri Automated Child Support System (MACSS) records are confidential by law, staff may release information from the MACSS case record only when the record is subpoenaed and/or a judge orders release of specific MACSS information.

1) Check the CDLST screen to determine if payments currently are being received by the Family Support Payment Center (FSPC). |

2) If an obligation should not have been ended (e.g. the court order states that a child should never be emancipated): |

3) If the obligation was correctly ended and there is no correct support due and no arrearages due, complete a Federal Withholding Form to terminate the withholding (see section 221.05, Enforcement Remedies of the Court Clerk Handbook for procedures and a copy of the form.) |

NOTE: We recommend terminating the withholding because MACSS will place all future payments received on the case on hold because there is no current support due and no arrearages. For additional information about holds, please see the CS Procedural Manual - FSD Child Support. Contact the Financial Resolution Section of FSD-CSE (FRSNIVD@dss.mo.gov) and FSD will return the payment to the person who paid the support. FSD will not release the collections to the custodial parent. |

4) If there is a current obligation and/or there are arrearages showing in MACSS, do NOT revise the wage withholding as it is the parties' responsibility to notify your office when they believe the wage withholding should be revised. | ||
Obligations Ended by MACSS (The "Reason Code" column states the obligation was ended)
- These obligations were ended by the automated termination programs. No further action is required.
