DECISION SUMMARY: The request for an increase in the salary of the juvenile officer is reasonable and Monroe County is obligated to fund the request. Monroe County is obligated to fund the position of assistant juvenile officer. Monroe County is obligated to fund budget items which pertain to the Juvenile Justice Center, but only to the extent that they were provided for in the second budget. Request for attorney's fees by the circuit court is not unreasonable.
