DECISION SUMMARY: In satisfying its burden of proof, the circuit court need not establish that juvenile office has been detrimentally affected by failure to fund the requested salary increase. Section 50.640, RSMo 1986, only requires that the item in dispute be reasonable. Here, salary increases for juvenile office and children's home employees are reasonable and, therefore, Buchanan County is obligated to fund the increase even though other county employees did not receive a salary increase.
