DECISION SUMMARY: The city is obligated to fund all reasonable capital improvements including restroom facilities, improvements to juror lounge and jury rooms, and elevator improvements. Salary increase and the filling of several positions at the juvenile court as well as attorney's fees and other expenses are reasonably necessary for the proper function of the court. See State ex. Inf. Anderson v. St. Louis County, 421 S.W.2d 249 (Mo. banc 1967). The approved requests are imperative to the proper administration of justice and do not violate the Hancock amendment, article X, section 21, Mo. Const.
