DECISION SUMMARY: Even though circuit court order related to appointment of and compensation for members of executive branch, that being the sheriff's department, the court acted "in a judicial capacity in overseeing this aspect of the administration of justice in Pike County." Therefore, as a dispute between the circuit court and the county, the Commission had jurisdiction to entertain the petition. Request to fund an additional deputy sheriff position is reasonable. Request for the additional 3-percent increase for deputy sheriffs' salary beyond the 7-percent increase that Pike County had already granted is not reasonable.
