DECISION SUMMARY: Petitioner legally obligated to pay attorney's fees to defend circuit court and judge in federal court case because it arose out of judicial acts. Request for liability insurance for judges and juvenile court personnel is denied pursuant to In re 1983 Budget for Circuit Court of St. Louis County, Mo., 665 S.W.2d 943 (Mo. banc 1984). Request for increase in travel funds for judges is denied.

DISSENT: The county is not obligated to pay attorney's fees and the request for attorney's fees in the budget violates the Hancock amendment, article X, section 21, Mo. Const.
