DECISION SUMMARY: Computerized financial accounting system for circuit clerk's office was negotiated and approved by the circuit court and the city and the city is obligated to fund the expenses incurred therein because such expenses are reasonable. However, use of approved budget line item for purchase of new computer mainframe to replace existing city system, which would have a significant impact on future budget years, is not reasonable.
