Access to a juvenile file shall be as permitted by law. Any request to examine or copy portions of a juvenile file, other than by a party, or a party’s attorney shall be in writing. Charges for copies of juvenile records shall include the cost of the copying as well as a charge for the actual cost of research time necessary to redact information required by law.
