In addition to written opinions, this court may issue summary orders pursuant to Rule 30.25(b) or written orders or memorandum decisions pursuant to Rule 84.16(b). The court may in its discretion attach a brief written statement to any such order or decision. The statement shall not constitute a formal opinion of the court and shall not be reported. Neither shall it be cited nor otherwise used in unrelated cases before this court or any other court. In the event of the filing of a motion for rehearing or transfer to the Supreme Court, a copy of the statement shall be attached to any such motion or application.
